MANASSAS CHURCH OF CHRIST
MINUTES OF 5 DECEMBER, 1999 MEETING BETWEEN
THE ELDERS, TRUSTEES AND BUILDING COMMITTEE
ATTENDANCE:
John Tucker (E&T), Jim Shurbet (E), Dave Ellenburg (E), Smitty Covey (E), Bill Booth (E), Ron Higginbotham (T), Owen Mullenax (T), Lurty Houff (BC) Max Goodgion (BC) and Teresa Bryson (BC)
LOCATION: Fellowship Room, Manassas Church of Christ Building, Weems Road, Manassas, Virginia
1. At approximately 1645 Bill Booth called the meeting to order and ask Smitty Covey to offered an opening prayer.
2. Given that the Building Committee Chairman called the meeting, Bill Booth asked Lurty Houff to provide those assembled with the purpose of the meeting. Lurty Houff presented the following:
a. The Building Committee had decided on Gregory Construction as the firm that should be used if the Manassas Church of Church makes a decision to build on the Signal Hill Road property. Lurty asked the Elders to ratify the Building Committee's selection of Gregory Construction. The Elders ratified the decision.
b. Given that Gregory Construction does not have an in-house engineering department, the Building Committee recommended retaining Ross, France and Ratlift as the engineering firm for development of the Signal Hill property. The Elders concurred. It was noted that this firm had already done significant work for the congregation in relation to the Signal Hill property at an earlier date that could be used at no additional cost. ~
c. A Pre-application meeting has been arranged with Prince William County officials for 16 December 1999. This is the initial step of the required re zoning process that will be necessary before the congregation can build on the Signal Hill Road property. Performing this step will satisfy the Prince William County requirement to initiate a building action on the property prior to 31 December 1999 to obtain forgiveness of approximately $60,000 in roll-back taxes. In order to participate in the Pre-Application meeting it will be necessary to hire a attorney for the building project. John Tucker and Jim Shurbet recommend that John Foote be employed and the Elders and Trustees concurred. Additionally, it was agreed that any documents that had to be signed, as a result of the Pre-application process would be co-signed by John Tucker and Dave Ellenburg. The Elders acknowledged that conducting the Pre-application meeting would cost approximately $1,500 in attorney and engineering fees.
d. Subsurface exploration must be done on the Signal Hill Road property before a decision can be made as to what particular type of building could be constructed. The subsurface exploration will cost at least $1,800 but the cost could be higher depending on what is found. The Elders authorized expenditure of funds for the subsurface exploration.
e. Gregory Construction will use an in-house architect to develop a proposed building once the subsurface exploration is completed. The congregation will have to enter into an initial development contract with Gregory Construction that will cost $5,000. The result of this initial development contract will be a proposed building that will be submitted to the congregation for their consideration. Additionally, if the congregation decided to build on the Signal Hill Road property, Gregory Construction will provide as part of this contract the necessary plans needed to obtain re zoning and initial building permits. The Elders authorized expenditure of funds to enter into this contract and designated John Tucker and Dave Ellenburg to sign the contract on behalf of the congregation.
3. John Tucker agreed to contact John Foote concerning being the congregation's attorney for action concerning development of the Signal Hill Road property. If a contract must be entered into with Mr. Foote, John Tucker and Dave Ellenburg will co-sign for the congregation.
4. The Elders decided that a short report on the status of the Signal Hill Road project would be given to the Congregation the following Sunday morning. The meeting was adjourned.
